Προμήθεια και εγκατάσταση ιατροτεχνολογικού εξοπλισμού για κλινικές και τμήματα του Γ.Ν. ΠΑΠΑΓΕΩΡΓΙΟΥ
Με την με αρ. πρωτ. 1782/17-05-2024 απόφαση του Περιφερειάρχη Κεντρικής Μακεδονίας εντάχθηκε η πράξη με τίτλο: «Προμήθεια και εγκατάσταση ιατροτεχνολογικού εξοπλισμού σε κλινικές και τμήματα του Γ.Ν. ΠΑΠΑΓΕΩΡΓΙΟΥ» στο πρόγραμμα «Κεντρική Μακεδονία 2021-2027», με προϋπολογισμό 2.224.000 €, και κωδ. ΟΠΣ 6006996.
Η πράξη συγχρηματοδοτείται από εθνικούς πόρους και την Ευρωπαϊκή Ένωση (ΕΤΠΑ) και περιλαμβάνει προμήθεια και εγκατάσταση διαφόρων ειδών ιατροτεχνολογικού εξοπλισμού, ήτοι εξοπλισμό αιμοκάθαρσης, οφθαλμολογικό εξοπλισμός, ειδικό επεμβατικός εξοπλισμό και εξοπλισμό χειρουργείων, ΩΡΛ, ακτινοθεραπευτικό εξοπλισμός και διαγνωστικό εξοπλισμό.
Συνολικά πρόκειται για 12 είδη (56 τεμάχια) ιατρικών μηχανημάτων σύγχρονης τεχνολογίας, που θα αναβαθμίσουν τις παρεχόμενες από το Νοσοκομείο διαγνωστικές και θεραπευτικές υπηρεσίες.

Ενίσχυση των Φορέων Υγείας με επικουρικό προσωπικό για την ανταπόκριση στις ανάγκες λόγω της επιδημίας COVID-19 στην Περιφέρεια Αττικής και στην Περιφέρεια Κεντρικής Μακεδονίας για το έτος 2023 (Κωδ. ΟΠΣ 5211682)
Η δράση με τίτλο «Ενίσχυση των Φορέων Υγείας με επικουρικό προσωπικό για την ανταπόκριση στις ανάγκες λόγω της επιδημίας COVID-19», συγχρηματοδοτείται από τα ΠΕΠ των 13 Περιφερειών για την πρόσληψη/απασχόληση πρόσθετου επικουρικού προσωπικού ως 6.557 επαγγελματίες για την ενίσχυση, στήριξη και ενδυνάμωση των Φορέων Υγείας του Υπουργείου Υγείας.
Συγχρηματοδοτείται στο πλαίσιο του Ειδικού Στόχου 9iv, Επενδυτική Προτεραιότητα «Βελτίωση της πρόσβασης σε οικονομικά προσιτές, βιώσιμες και υψηλής ποιότητας υπηρεσίες, συμπεριλαμβανομένων των υπηρεσιών υγειονομικής περίθαλψης και των κοινωνικών υπηρεσιών κοινής ωφέλειας» των Επιχειρησιακών Προγραμμάτων των 13 Περιφερειών και χρηματοδοτείται με πόρους της Ελλάδας και της Ευρωπαϊκής Ένωσης – Ευρωπαϊκό Κοινωνικό Ταμείο με κατηγοριοποίηση τύπου ως «Ειδικές περιπτώσεις ΕΚΤ». H δράση αφορά την ενίσχυση και στήριξη των Μονάδων Υγείας του δημοσίου και φορέων του Υπουργείου Υγείας με πρόσληψη ειδικευμένου και λοιπού ανθρώπινου δυναμικού του τομέα υγείας και εντάσσεται στο Εθνικό Σχέδιο του Υπουργείου Υγείας για την αντιμετώπιση των επιπτώσεων της επιδημικής κρίσης της COVID-19.
Το έργο περιλαμβάνει: α) την ενίσχυση των Νοσοκομείων των 13 Περιφερειών β) την ενίσχυση των ΥΠΕ και των δομών της Πρωτοβάθμιας Φροντίδας Υγείας και γ) την ενίσχυση των Φορέων Παροχής Υπηρεσιών Υγείας (όπως ΕΚΑΒ, ΕΟΠΥΥ, ΕΚΕΑ, ΟΚΑΝΑ) με πρόσληψη επικουρικού προσωπικού για διάστημα ως 24 μηνών με δυνατότητα ανανέωσης σύμφωνα με τις κείμενες διατάξεις για την αντιμετώπιση των επιπτώσεων της επιδημίας του κορωνοϊού SARS-CoV-2. Η Παρέμβαση αποσκοπεί στη λειτουργική ετοιμότητα και ανθεκτικότητα του συστήματος υγείας για την αντιμετώπιση της υγειονομικής κρίσης λόγω COVID-19 μέσω αύξησης του προσωπικού.
Αντικείμενο της πράξης/υποέργων είναι η συνέχιση της συγχρηματοδότησης της απασχόλησης του επικουρικού προσωπικού, ιατρών και λοιπών ειδικοτήτων προσωπικού Φορέων Υγείας της Περιφέρειας Αττικής και Κεντρικής Μακεδονίας για το έτος 2023 από το ΕΠ «Μεταρρύθμιση Δημοσίου Τομέα».
Διάρκεια: 01/01/2023 - 31/12/2023.
Κύριος φορέας υλοποίησης του Έργου είναι το Υπουργείο Υγείας.
Συντονιστής Δικαιούχος του Έργου είναι η Επιτελική Δομή ΕΣΠΑ του Υπουργείου Υγείας

Επενδυτικά Σχέδια Καινοτομίας
Το Γενικό Νοσοκομείο Παπαγεωργίου και η επιχείρηση VIDAVO A.E., που δραστηριοποιούνται στην Περιφέρεια Κεντρικής Μακεδονίας, εντάχθηκαν στη Δράση : «Επενδυτικά Σχέδια Καινοτομίας» της Περιφέρειας Κεντρικής Μακεδονίας, στο πλαίσιο του Επιχειρησιακού Προγράμματος «Κεντρική Μακεδονία 2014-2020».
Η Δράση έχει ως στόχο την ενίσχυση της έρευνας, της τεχνολογικής ανάπτυξης και της καινοτομίας καθώς και την προαγωγή επενδύσεων για την ανάπτυξη προϊόντων και υπηρεσιών στους τομείς προτεραιότητας της Στρατηγικής Έξυπνης Εξειδίκευσης (RIS3).
Ο συνολικός προϋπολογισμός του επενδυτικού σχεδίου με τίτλο «Σύστημα Απαρτιωμένης Διαχείρισης Ογκολογικού Ασθενούς» είναι 374.950,00 €, εκ των οποίων η δημόσια δαπάνη ανέρχεται σε 340.150,00 € και συγχρηματοδοτείται το Ευρωπαϊκό Ταμείο Περιφερειακής Ανάπτυξης (ΕΤΠΑ) της Ευρωπαϊκής Ένωσης (ΕΕ) και την Ελλάδα στο πλαίσιο του Επιχειρησιακού Προγράμματος «Κεντρική Μακεδονία»2014-2020.
Η συγκεκριμένη επένδυση ενισχύει τον ψηφιακό μετασχηματισμό στον κλάδο της υγείας με στόχο την αναβάθμιση της υγειονομικής περίθαλψης, επικεντρώνοντας στην εξατομίκευση, στην αρτιότερη και ταχύτερη παροχή υπηρεσιών, προκειμένου να βελτιώσει την ποιότητα της φροντίδας που παρέχεται στους ογκολογικούς ασθενείς.
Το Σύστημα Απαρτιωμένης Διαχείρισης Ογκολογικού Ασθενούς περιλαμβάνει:
- Τη δημιουργία πλήρους ηλεκτρονικού φακέλου ασθενούς.
- Την ηλεκτρονική διακίνηση σε πραγματικό χρόνο, θεραπευτικών πρωτοκόλλων (χημειοθεραπευτικό σχήμα του ασθενούς, μεταξύ Κλινικών, Φαρμακείου και Μονάδας Διάλυσης Κυτταροστατικών Φαρμάκων.
- Τον προγραμματισμό των χορηγηθεισόμενων θεραπειών.
- Την εστίαση στις ανάγκες του ασθενούς.
- Την ανάλυση δεδομένων για την ανάπτυξη της έρευνας, τη διεξαγωγή κλινικών μελετών, την αξιοποίηση επιδημιολογικών και δημογραφικών δεδομένων επιτρέποντας ταυτόχρονα την ταχύτερη διεκπεραίωση διοικητικών και οικονομικών εργασιών, επικεντρώνοντας στην αποτελεσματική διαχείριση και εξοικονόμηση πόρων.
Το επιχειρηματικό σχέδιο που εγκρίθηκε προς χρηματοδότηση, περιλαμβάνει επενδύσεις στις παρακάτω κατηγορίες : Δαπάνες προσωπικού, Δαπάνες Οργάνων & ερευνητικού εξοπλισμού, Δαπάνες για έρευνα επί συμβάσει, γνώσεις και διπλώματα ευρεσιτεχνίας και Πρόσθετα γενικά έξοδα και λοιπές λειτουργικές δαπάνες

Στον σημερινό ηλεκτρονικό κόσμο, η κυβερνοασφάλεια στην υγειονομική περίθαλψη και η προστασία των πληροφοριών είναι ζωτικής σημασίας για την κανονική λειτουργία των οργανισμών. Πολλοί οργανισμοί υγειονομικής περίθαλψης διαθέτουν διάφορους τύπους εξειδικευμένων νοσοκομειακών πληροφοριακών συστημάτων, ενώ επιπλέον, χιλιάδες συσκευές που περιλαμβάνουν το Internet of Things πρέπει επίσης να προστατεύονται. Έχοντας ως σκοπό τη θωράκιση των νοσοκομειακών δομών και των κέντρων υγείας, το έργο “CyberCare” φιλοδοξεί να καλύψει τις εξειδικευμένες ανάγκες ασφαλείας του συγκεκριμένου τομέα.

Notice of open procedure for the selection of the contractor for the construction of the project: "Addition of a new wing of the Short Stay Unit of the Department of Pathological Oncology of the University of Thessaloniki at the General Hospital "Papageorgiou""

Strengthening of the Health Institutions with auxiliary staff to respond to the needs due to the COVID-19 epidemic in the Region of Central Macedonia
Subproject Title: Strengthening of the G.N. Papageorgiou with auxiliary staff for the response to the crisis due to the COVID-19 epidemic

The operation is part of the National Plan of the Ministry of Health for the containment of the spread of the COVID-19 epidemic and the response to its consequences, following the two PNPs of 11-03-2020 (Government Gazette 55/A/11-03-2020) and 14-3-2020 (Government Gazette 64/A/14-3-2020) ratified by Law. 4682/2020 (Government Gazette 46/A/3-4-2020).
The action aims at operational readiness and resilience of the health system in the context of the health crisis due to COVID-19. In particular, the empowerment of institutions and staff is aimed at responding more effectively to the needs of people who fall ill, to strengthen professionals with new staff to reduce the risk of burnout at work, to reduce the risk of transmission, to enable them to leave work if necessary to maintain health services for other diseases.
The physical scope of the sub-project is the recruitment of additional auxiliary staff, medical, nursing, other, auxiliary and all kinds of personnel for the strengthening and reinforcement of the Health Care Institution of G.N. Papageorgiou in the Region of Central Macedonia, with a staff of 82 professionals to date, in order to respond to the effective management of COVID-19 disease cases, in patients coming for other disease, any pre-symptomatic or asymptomatic COVID-19 and to offer services to patients with chronic diseases, thus preventing the exclusion of access to health services for the population with chronic or other emergency problems. The Act co-finances part of the total recruited staff for the CoViD-19 epidemic at Papageorgiou General Hospital.
The principal of the operation is the Ministry of Health.
The Coordinating Beneficiary of the project is the NSRF Executive Structure of the Ministry of Health. Co-beneficiary is the PAPAGEORGIOU General Hospital


Supply of medical equipment for the reception and hospitalization departments of Covid-19 cases, as well as for other departments at the General Hospital "PAPAGEORGIOU"
With the decision of the Regional Governor of Central Macedonia (no. 58/07.01.2021) the inclusion of the project entitled: "Supply - installation of medical equipment for clinics Covid-19 and other sections of the PAPAGEORGIOU General Hospital" in the Operational Programme "Central Macedonia 2014-2020", with a budget of 835.160 € (IPS Code 5076595).
The operation is co-financed by national funds and the European Union (ERDF) and includes:
- The replacement of seven (7) two-phase defibrillators, with monitor and recorder, which support the cardio-respiratory rehabilitation of emergency cases in the hospital since 1999.
- The replacement of ten (10) adult and children's electrocardiographs.
- The additional supply of seven (7) items of equipment, necessary for the respiratory support outside the ICU, long-term hospitalization, transfers and preparation for intubation of Covid-19 cases.
- The supply of four (4) ultrasound scanners for the needs of the T.E.P./Pregnancy Hospital and the Covid-19 clinics.
- The supply-installation of a surgical microscope for the university ENT clinic.
- The replacement of an extracorporeal circulation pump, which has supported cardiac surgery since 1999.
- The supply-installation of a urodynamic monitoring system for the university's Obstetrics & Gynaecology Clinic.
A total of 14 types (70 pieces) of modern medical equipment, which on the one hand will significantly contribute to the effort for the treatment of pandemic cases and on the other hand will upgrade the diagnostic and therapeutic services provided by the Hospital.


Renewal and supply of new medical equipment at the General Hospital of Thessaloniki "PAPAGEORGIOU"
With the decision of the Regional Governor of Central Macedonia (no. 3748/10.07.2020) the inclusion of the project entitled: "Supply and installation of medical equipment to meet the needs of various departments of the PAPAGEORGIOU General Hospital" in the Operational Programme "Central Macedonia 2014-2020", with a budget of 4.641.000 € (OPCODE 5063435).
The operation is co-financed by national funds and the European Union (ERDF) and includes:
- The replacement of the Linear Accelerator, which has been operating in the Radiotherapy Department since 1999.
- The replacement of twelve (12) dialysis machines.
- The renewal of the ICU/ICU equipment with new ventilators, monitors and central recording/monitoring system.
- The supply of diagnostic and therapeutic equipment for the University Ophthalmology Clinic.
- The supply of diagnostic and therapeutic equipment for the university ENT clinic.
- The replacement of seven (7) operating tables in the central operating rooms.
- Various types of endoscopic and surgical equipment.
A total of 23 types (52 pieces) of modern medical equipment, which will significantly upgrade the diagnostic and therapeutic services provided by the Hospital.

Expansion of ICT services for patients and staff of the PAPAGEORGIOU General Hospital of Thessaloniki
With the decision of the Regional Governor of Central Macedonia (no. 6502/23.11.2018) the inclusion of the project entitled: "Expansion of ICT services for patients and staff of the PAPAGEORGIOU General Hospital of Thessaloniki" in the Operational Programme "Central Macedonia 2014-2020", with a budget of 872.000 € (OPC CODE 5029875).
The operation is co-financed by national funds and the European Union (ERDF) and includes:
- The extension of the Wi-Fi network to the entire hospital building (currently the 75% is covered).
- The installation of an international application for medical decision support, with an unlimited number of licenses inside the hospital and up to 80 licenses outside the hospital.
- The upgrade of the central computing (servers) and active network (core & distribution switches) equipment, as well as the shielding of the internal data traffic of patients and staff (fire walls).
- The support of the SafeBlood blood collection application developed by the IT Department with handheld terminals for use by nursing staff.
- The complete rearrangement of the computing and network equipment in the Data Center of the Hospital.
- The required installation, configuration and piloting services of equipment and software.
The project will be implemented entirely by the Hospital, in cooperation with the Directorates of Information Technology, Technical and Financial Affairs.

INTERREG V-A Territorial Cooperation Programme "GREECE-Adriatic Republic 2014-2020"
Application of Telemedicine Services
In the approved and funded under the European cross-border cooperation programmes (INTERREG) entitled "Improving quality and accessibility of social health care services in cross-border regions", the following institutions are participating: the G.N.Th. Papageorgiou, the Service Health Region and the Emergency Centre the Blagoevgrad, the Social Protection Solidarity, Sports & Education Service of the Municipality of Lagada and the Social Protection & Solidarity Agency of the Municipality of Chalkidona.
With a budget amounting to 1.125.370,50 € with a duration of 24 months (start date 10/10/2017 and end date 09/10/2019), the project includes investment actions in the primary decentralized health infrastructure and infrastructure development in our hospital, aiming to improve the services provided.
The aim of the project is to improve the efficiency of emergency response and to promote cooperation between social and medical service providers, both locally and transnationally.
The programme is guided by the philosophy of sharing resources, exchanging know-how and good practices, developing response plans for different incidents and creating a network to cover needs in remote areas using the telemedicine. The project is expected to contribute to meeting needs for the prevention and early treatment of serious diseases such as diabetes, heart disease and cancer, especially in areas with limited accessibility to specialized health services. In this context, the creation of a network of mobile health units and their interconnection, through a telemedicine network, with our hospital is foreseen, as well as joint training actions for the staff of the participating institutions. In addition, the development of common protocols and emergency response plans is planned. The introduction of telemedicine, using mobile units that will reach the patient without the need to move, nor the presence of specialized doctors in remote health units, is expected to upgrade the social policy and health services in the wider region of Thessaloniki and Blagoevgrad. Specialised medical and nursing care can nowadays be provided from afar in safety by the trained staff of a tertiary hospital, such as the Papageorgiou General Hospital, with the use of 'fast' modern networks, telemetry and the available high-fidelity audiovisual media. The project activities are included in the priorities of the territorial cooperation programme of the two countries, in accordance with the latest European directives and national legislation. The project is co-financed by the European Regional Development Fund (ERDF) and national funds of the participating countries.

MEMBERSHIP NOTICE
With the decision of the Regional Governor of Central Macedonia (no. 6743/19.11.2019) the inclusion of the project entitled: "Supply and installation of one (1) digital angiographic system, one level, at the Radiology Department of the General Hospital of PAPAGEORGIOU" and O.P.S. code 5050796, in the operational programme "Central Macedonia 2014-2020", with contract expenditure 595.200 €.
The operation is co-financed by national resources and the European Union (ERDF) and includes the replacement of the existing angiographic system, which is more than 20 years old, with a new modern digital technology.
After negotiation during the award, the contractor SIEMENS HEALTHCARE S.A. ensured the additional replacement of the old mammograph, that came from the original equipment of the hospital in the 1990s.
The project will be implemented entirely by the Hospital, in cooperation with the Medical, Technical and Financial Directorates.

Memory and Mental Functions Clinic
The Memory and Cognitive Functions Clinic is interclinical and is under the collaboration of the Neurology and the First University Psychiatric Clinic of the University of Cyprus. G.N.Th. Papageorgiou. It is an innovative and pioneering structure that was created and operates in the framework of the implementation of the Act "Programme of Interconnection of the Memory and Mental Functions Clinic of the General Hospital Papageorgiou with Primary Health Care Structures". The total budget of the Act, which is included in the Priority Axis "Promoting social inclusion and combating poverty - ESF" of the Operational Programme "Central Macedonia" amounts to 128.890,90 €.

3Dimensional Printing
3D printers work like desktop printers connected via an expansion port to a PC and have the ability to produce the 3D model of objects created through CAD/CAM software in a special file format. The 3D models of objects that need to be reproduced on a printer are produced after complex processing using specialised equipment and processing on powerful PCs.
In medicine, however, the creation of a 3D model of an internal organ is usually done by processing the images of scanners (CT or MRI) and the software that accompanies the scanner and undertakes to render in 2D, on the screen of a computer, the texture and geometry of healthy and pathological tissues.
The synthesis of the sections does not usually result in a 3D model of the internal organ although it could, with appropriate processing, yield a 3D rendering file that can be printed at 1:1 scale. The feeling a physician gets from viewing a scan is completely different if the final product is 3D. The case of liver diseases is typical as the qualitative assessment of the condition of the affected tissue (as derived from the reading and diagnosis of the radiology expert) must be accompanied by accurate quantitative information and in 3 dimensions.
In the case of extensive hepatectomies (such as in the removal of cancerous tumours) it is important to be able to calculate the amount of hepatic coloboma that will remain, as this, depending on its quantity and quality, will determine the patient's postoperative outcome. Of particular importance for this is the exact location of the tumour, especially in relation to the major vessels of the liver and to the bile ducts.
The size and location of a tumour or other liver abnormality must be determined as accurately as possible in order to plan properly for the safest removal procedure and this can be achieved on the exact replica of the 3D model of the liver.Training in liver surgery for residents helps in the optimal training of surgeons. Errors due to the human factor in such a vitally important.

It is widely accepted that Adverse Drug Reactions (ADRs) have significant public health consequences, both in terms of patient safety and economic consequences. In Europe it is estimated that 5% of hospitalisations and 179,000 deaths are due to AEs, while in the US studies rank AEs as the 4th-6th most common cause of death, with 100,000 deaths recorded annually in hospitals. In addition to the high incidence of AEDs, it is very important that a large number of AEDs are preventable. Therefore, the need for tools that can assist in the early detection of AEs is evident.
The PVClinical project aims to develop an advanced computational platform aimed at facilitating and automating the execution of pharmacovigilance procedures with a particular focus on the investigation of potential AEF signals and focusing on the integration of such procedures in real clinical environments. It is worth mentioning that the application of the PVClinical platform is not limited to the clinical environment, as it can be exploited by Contract Research Organizations (CROs) and pharmaceutical companies studying safety issues of their products, as well as drug safety monitoring organizations and regulatory authorities such as the National Medicines Agency (NMA) or the European Medicines Agency (EMA).

FacilitatinG of Authorization of Preparation Processes for blood, tissue and cells
The Papageorgiou Hospital of Thessaloniki, participates in the European Joint Action GAPP (FacilitatinG of Authorization of Preparation Processes for blood, tissue and cells) having jointly with the Public Umbilical Stem Cell Bank of Crete the role of WP2 (Dissemination & Communication) leader.
European Joint Actions are projects designed and funded by Member State authorities and the EU to address specific priorities under the EU health programme. They have a clear EU added value, as they are expected to contribute to solving problems at European level and have a greater impact on individual national activities, in particular at policy-making level.
The Programme started in May 2018 and has a duration of 36 months. It is coordinated by the Italian National Institute of Health, the National Transplant Centre and the National Blood Centre of Italy and involves 17 European countries. Greece is the Work package Dissemination and Communication Leader of the Programme.
The main objective of the GAPP is to facilitate the development of a common approach by the Competent Authorities of each country for the evaluation and authorisation of blood, tissue and cell transplantation procedures in accordance with the requirements laid down in Article 29 of Directive 2002/98/EC and Article 28 of Directive 2004/23/EC.
The GAPP Programme will pay particular attention to innovative processes that are under development and/or have been previously described in the relevant EU Joint Actions. The Programme also aims to develop a European knowledge exchange platform to support Competent Authorities in the evaluation of new product manufacturing processes as well as to develop an international network of experts to support Competent Authorities in their evaluation procedures.

INCLUSION OF AN ENERGY SAVING PRACTICE
The 5st June 2019, by decision of the special secretary of the management of the sectoral ERDF & TS of the Ministry of Economy & Development, the operation entitled: Passive and active energy upgrade of infrastructure at the General Hospital "PAPAGEORGIOU" (IPS code 5030945).
The operation has a budget of 3.850.000 € and includes various interventions in the direction of energy saving, such as replacing glass panes in the windows of hospital wards, shades and planted roofs, inverters in the large pumps, replacing conventional lighting with new LED technology, installation of solar panels and adsorption technology chiller, upgrading three (3) elevators, replacement of three (3) furnaces, modernization of the central control system of the E-M installations (BMS), etc.
The project will be implemented by the services of the Hospital, under the supervision of the Special Management Service of the E.P. Y.ME.PER.A.A.
